About us

The European Organisation of Prison and Correctional Services (EuroPris) is a non-political organisation which brings together practitioners in the prisons’ arena with the specific intention of promoting ethical and rights-based imprisonment and exchanging information to support this agenda. Its membership is limited to the national prison authorities of the European Council region. The organisation was formed by a group of European prison services in 2011, existing to improve co-operation among European prison and correctional services, with the aim of enhancing public safety and security; reducing re-offending; and advancing professionalism in the prisons’ and corrections’ arena.

  • Exciting news as we kick off the first ever Innovation in Prisons Infrastructure Conference (IPIC) today! 🚀 Tony McDonnell, an Expert at EuroPris' Real Estate Expert Group, led an engaging session on "Designing for Rehabilitation." The session showcased a report produced by the group, offering insights into how simple, low-cost design considerations can significantly enhance mood and well-being within correctional facilities. The report highlights design elements that positively impact mental and physical well-being, fostering a calm environment, preventing institutionalism, and promoting opportunities for rehabilitation.   • Inspiring, innovative, and engaging. As we conclude the 2024 edition of the TIC Conference, it's clear that the past two days have been filled with invaluable insights and ground-breaking discussions. From bridging the gap between IT and prison design, to exploring virtual reality as a tool for relapse prevention among persons with drug abuse, and delving into the intricacies of IT architecture within prisons - each session has been a testament to the important role of technology in reshaping prison practice. With the closing session reflecting on the wealth of topics covered throughout the conference, we're also very excited for the upcoming Innovation in Prisons Infrastructure Conference. We would like to also say a thank you to all the speakers, participants, and organisers for making TIC 2024 a resounding success! EuroPris and International Corrections and Prisons Association launched the 5th TIC: 'Digital Rehabilitation', hosted by Türkiye's General Directorate of Prisons and Detention Houses. We started with Opening remarks from EuroPris and ICPA. This was followed by speeches from our esteemed hosts, the General Directorate of Prisons and Detention Houses in Türkiye, Enis Yavuz Yıldırım, the Minister of Justice, Yılmaz Tunç, and Deputy at the Directorate of Prisons and Detention Houses Fatih Güngör who set the stage for enlightening discussions on the transformative potential of technology in corrections - focusing on rehabilitation and the transformative role in humane corrections.     I am very proud that we are a part of european family! Thank you, EUROPRIS (European Organisation of Prison and Correctional Services (EUROPRIS) for our fruitful collaboration! University of Justice is as an active member of EPTA (European Penitentiary Training Academies Network (EPTA) and Confederation of European Probation. From 2023, University of Justice Akademia Wymiaru Sprawiedliwości provides theoretical education for candidates for probation officers. As part of this task, we have have significant cooperation with the National Council of Probation Service an organization that represents all probation officers in Poland and provides legal services to the Ministry of Justice. Attending in the 6th World Congress on Probation and Parole in the Netherlands, that brings together probation workers, experience experts, researchers, policy makers and managers from all parts of the world, is a great opportunity to exchange ideas from different perspectives, broaden the participants’ knowledge and strengthen their international network.

Here are some key takeaways from the discussions: ⚖️ Complexity: Criminal justice systems vary, making it challenging to predict the impact of different measures on pre-trial detention and its alternatives due to their complexity. ⏳Time Limits: Legislation setting limits on remand duration incentivises efficient investigations and swift court procedures, potentially reducing the need for pre-trial detention. 🔄Available Alternatives: Europe offers various alternatives, including diversion for juveniles and treatment-linked cases (e.g., drug abuse). Other options like bail, travel bans, house arrest, regular reporting, and electronic monitoring are utilized, though to a limited extent. 🤝Trust: Building trust between agencies and the judiciary is vital. Training and exchanges between prosecutors, judges and correctional services enhances confidence in the alternatives to detention. 📱Technology: Advancements in tracking tech enhance the effectiveness of alternatives. Better risk assessment tools aid informed decisions, tailoring control levels case by case. Overall, the webinar highlighted considering system complexities, implementing time limits, expanding alternatives, fostering trust, and leveraging tech advancements to enhance effectiveness.
